That the agenda for the July 9, 2026, Audit, Finance and Administration Committee meeting, be approved.

(a) That the June 18, 2026 Open Session minutes of the Audit, Finance and Administration Committee (Item 5.1), be adopted, as presented; and Refer to the July 15, 2026 Council Minutes for the disposition of these matters. That the Delegation from Konstantyn Sheweli, respecting City of Hamilton Flag and Signature Sign Protocol (Item 8.1), be received.

That consideration of the Governance Review Sub-Committee Minutes, June 12, 2026 and the Closed Session Minutes of the Governance Review Sub-Committee of June 12, 2026, be deferred until after Closed Session.

That PSCC 26-002, Procurement Sub-Committee Minutes, June 25, 2026, be received and the recommendations therein, be approved. Result: Motion

That Report FCS26037(a), respecting the 2023 Community Benefits Charges Strategy Development Procurement (City Wide), dated July 9, 2026, be received and the following recommendation, be approved: (a) That staff be directed to report back to the Audit, Finance and Administration Committee in Q2 2027 with recommendations regarding Community Benefits Strategy procurement process. Result: Motion

That the correspondence from Amanda Stringer, West End Home Builders' Association, respecting Report FCS25037(a), Community Benefits Charges Strategy Development Procurement (City Wide) (Item 8.3), be received.

That Report FCS26051, Accounts Receivable Write-Offs for 2023 (City Wide), dated July 9, 2026, be received and the following recommendations, be approved: (a) That the Schedule of General Accounts Receivable Write-Offs over $1,000 in the amount of $149,447.62, attached as Appendix “B” to Report FCS26051, be approved; (b) That the Schedule of Hamilton Farmer’s Market Accounts Receivable Write-Offs in the amount of $30,328.63, attached as Appendix “C” to Report FCS26051, be approved; (c) That the Schedule of Wentworth and Macassa Lodge Accounts Receivable Write-Offs in the amount of $6,321.98, attached as Appendix “D” to Report FCS26051, be approved; and, (d) That the Schedule of Recreation Division Accounts Receivable Write- Offs over $1,000 in the amount of $641,536.86, attached as Appendix “F” to Report FCS26051, be approved. That Committee move into Closed Session for Item 11.2, pursuant to Section 9.3, Sub-sections (e) and (f) of the City's Procedural By-law 21-021, as amended, and Section 239(2), Sub-sections (e) and (f) of the Ontario Municipal Act, 2001, as amended, as the subject matter pertains to litigation or potential litigation, including matters before administrative tribunals, affecting the City or a local board; and advice that is subject to solicitor-client privilege, including communications necessary for that purpose.

(a) That the direction to staff provided in Closed Session, respecting the Closed Session Minutes of the Governance Review Sub-Committee of June 12, 2026 - GRSC 26-002 (Item 11.2), be approved and remain confidential; and, (b) That Report CM26009, dated June 12, 2026, respecting City of Hamilton Flag and Signature Sign Protocol (Outstanding Business List) (City Wide), and the Confidential Appendix C to Report CM26009 - City of Hamilton Flag and Signature Sign Protocol (Outstanding Business List) (City Wide), be referred to staff for more information.

That the balance of GRSC 26-002, being the minutes of the Governance Review Sub-Committee meeting held on Friday June 12, 2026, be received and the following recommendations, be approved. Result: Motion
