WHEREAS, sidewalks are essential public rights-of-way and should remain accessible, safe, and navigable for all residents, including those with mobility challenges; WHEREAS, the sidewalk at Jackson Street West and MacNab Street South is routinely obstructed in ways that prevent pedestrian passage, creating ongoing accessibility, safety, and cleanliness concerns; WHEREAS, City staff attend multiple times per week to address blocked sidewalks, but the issue often reoccurs shortly thereafter, resulting in an ongoing cycle without a lasting solution; and WHEREAS, ensuring consistent pedestrian access to sidewalks requires both effective enforcement tools and coordination with outreach and social services. THEREFORE BE IT RESOLVED: (a) That City staff report back through a Recommendation Report to the Downtown Sub-Committee at its next meeting on the following: (i) The enforcement mechanisms currently available under the Hamilton Streets By-law (86-077) for addressing sidewalk obstruction; (ii) Recommendations for an effective and practical approach to ensure sidewalks remain accessible, with strategies that prevent repeated enforcement cycles while incorporating coordination with outreach and support services; and Please refer to the October 1, 2025, General Issues Committee minutes for the disposition of these matters.
