That the agenda for the February 26, 2026, Audit, Finance and Administration Committee meeting, be approved.

That the minutes of the February 5, 2026 meeting of the Audit, Finance and Administration Committee, be adopted, as presented.

(a) That Report FCS26002, dated February 26, 2026, respecting Accounts Payable Special Investigation #2 (Implementation of Management Responses) (City Wide) (Item 7.1), BE RECEIVED for information; and (b) That Confidential Appendix A to Report FCS26002 (Item 11.1), BE RECEIVED and REMAIN CONFIDENTIAL.

That recommendation (c) be amended to read as follows: (c) That the extension expansion in scope to Contract C2-03-23 – Acquisition of Utility Billing Software Solution including Integration, Maintenance and Support Services, with SpryPoint Services Inc., with an upset limit of $132,000, funded from the Utility Billing Transition Capital Project (Project ID 5142201967), BE APPROVED, in accordance with Procurement Policy #11 – Non-Competitive Procurements; Result: Amendment

That GSCC 26-001, Grants Sub-Committee Minutes, February 18, 2026, be received and the recommendations contained therein, be approved. Result: Motion

That consideration of Item 8.3, Amendments to the Outstanding Business List, be deferred until the next meeting of the Audit, Finance and Administration Committee.

That PSCC 26-001, Procurement Sub-Committee Minutes, February 20, 2026, be received and the recommendations contained therein, be approved. Result: Motion
